Three Finalists Named for the Next Police Chief

The City of Rochester is a step closer to selecting its next Police Chief. Following a months-long national recruitment process that sought to involve residents and other community stakeholders, three finalists have been selected to move on to the final stage, which included a community forum scheduled for Wednesday, April 4 at 7:30 p.m. at the Mayo Civic Center in Suites 102 and 103 on the main level.  The community forum remains available via streaming on Mayo Civic Center's YouTube page.

The forum will also be rebroadcast on Charter public access channels 180 and 188 April 11-13. On Wednesday, April 11, broadcasts will be on both channels at 9:30 a.m., 12:30 p.m., 3 p.m., and 8 p.m. On Thursday, April 12, times will be 11:30 a.m., 3 p.m., and 9:30 p.m., with times Friday, April 13 at 9:30 a.m., 12:30 p.m., 3 p.m., and 8 p.m.

The finalists include (in alphabetical order) Roy Alston, PhD, currently a lieutenant with the City of Dallas, Texas, serving as the Investigations Unit and Community Engagement Unit Commander of the Northeast Patrol Division; Mark Elliott, currently serving as the Police Chief of the City of Prior Lake, Minnesota; and James Franklin, currently serving as the Captain over the West Command Division of the Metropolitan Transit Police in Minneapolis, Minnesota.

Current Police Chief Roger Peterson announced his intention to retire late last year, leading to a rigorous recruitment process to identify his successor. Beginning in December, the City undertook the development of a marketing and advertising strategy with the assistance of Springsted Waters Executive Recruitment. As part of this process, in person meetings were held with the Police Oversight Commission, Rochester Police Department (RPD) employees, and other key community stakeholders. In addition, web-based surveys were conducted with the Police Civil Service Commission, City elected officials and leadership team, and the Chamber president and board members to help develop a candidate profile and recruitment materials.

The position was open to applicants and widely advertised throughout January and February to develop a robust applicant pool. In February that pool was narrowed down to less than a dozen top semi-finalists based on experience and the desired qualifications for the City’s next Police Chief to complete a structured video exercise and leadership assessment. An interview panel consisting of the Mayor, a Police Civil Service Commission member, a Council member, the City Administrator, a community member, and the Human Resources Director met with each of the semi-finalists and selected the three candidates to move forward as finalists.

Mayor Ardell Brede, who ultimately is responsible for making the final appointment of the new police chief, noted the panel had outstanding applicants to select from in narrowing it down to these three finalists. The candidates will now participate in forums with the RPD team and the community forum on Wednesday evening. The forum will be conducted in a moderated public setting and is open to all interested members of the public.

At the conclusion of those activities, full background investigation information will be shared with the Police Civil Service Commission, and the commission will certify the list of three candidates to present to the Mayor to make his selection. Once the Mayor identifies his final candidate, an offer of employment will be extended. A potential start date will be identified through the process of confirming the offer of employment.
