Notice is hereby given by the Common Council of the City of Rochester, Minnesota, that all persons interested in the following public hearings:

Conditional Use Restricted Development Final Plan #R2018-008CUP by Bob Hauser for a four-story 26 unit multi-family residential development. The 0.27 acre site is located on the north side of 2nd Street SW, approximately 350 feet west of the intersection of 2nd Street SW and 19th Avenue SW.

Vacation Petition #R2018-003VAC by Gordon and Virginia Kranz, to vacate a portion of a platted right of way approximately 150-feet to the east of the intersection of 3rd Street NE and 17th Avenue NE.

May be heard at a meeting of the Common Council to be held in the Council/Board Chambers in the Government Center, 151 4th Street SE, in said City at 7:00 p.m. on Monday, July 2, 2018.

NOTICE IS HEREBY GIVEN that the Common Council (the “Council”) of the City of Rochester, Minnesota (the “City”) jointly with the Board of Commissioners (the “Board”) of the Rochester Economic Development Authority (the “EDA”), will hold a public hearing on Monday, July 2, 2018, at a meeting of the Council beginning at approximately 7:00 p.m., Central Time, in the Council/Board Chambers located in the City Hall, 201 Fourth Street SE, Rochester, Minnesota, relating to the proposal that the EDA (i) establish Economic Development District No. 66 (the “Development District”); (ii) adopt an Economic Development Plan for the Development District; (iii) establish DMC Redevelopment Tax Increment Financing District No. 66-1 (Bloom Riverfront) (the “TIF District”) therein; and (iv) adopt a Tax Increment Financing Plan therefor; all pursuant to and in conformity with applicable law, including Minnesota Statutes, Sections 469.090 through 469.1082, 469.174 through 469.1794, and 469.40 through 469.47, as amended.  A copy of the documentation proposed to be considered at the hearing will be on file and available for public inspection at the office of the Council Administrator at the Rochester City Hall at least 10 days prior to the public hearing.

The map accompanying this Notice shows the area of the proposed TIF District and Development District, where the increments may be collected and expended, respectively, pursuant to the provisions of Minnesota Statutes, Sections 469.174 through 469.1794.

In addition, the EDA proposes entering into an agreement with Bloom International Realty, LLC, a Minnesota limited liability company or an affiliate thereof (the “Developer”) under which the EDA will provide tax increment assistance to the Developer, and the Developer will agree to construct an approximately 925,673 square foot, two-tower, skyway connected structure with structured parking, approximately 181 hotel rooms, approximately 215 independent, assisted living and memory care apartment units and approximately 132 owner occupied condominium housing units with retail on the street and skyway levels to be located 14 2nd Street SE, 50 3rd Street SE, and 11 4th Street SE within the Development District.  The assistance will be exempt from the requirements of Minnesota Statues, Sections 116J.993 to 116J.995 (the “Business Subsidy Law”).  However, a copy of the proposed business subsidy agreement is on file and available for public inspection at the office of the Council Administrator in City Hall. 

At the time and place fixed for the public hearing, the Council and the Board will give all persons who appear or submit comments in writing prior to the hearing, an opportunity to express their views with respect to the proposal. Interested persons may file written comments respecting the proposal with the City Clerk at or prior to said public hearing by emailing clerkstaff@rochestermn.gov or calling 507-328-2900.

In addition, the EDA proposes entering into an agreement with RHI Hotel JV, LLC, a Minnesota limited liability company or an affiliate thereof (the “Developer”) under which the EDA will provide tax increment assistance to the Developer, and the Developer will agree to renovate an existing approximately 173-room hotel located at 220 South Broadway within the Development District and convert to a different hotel brand.  The assistance will be exempt from the requirements of Minnesota Statues, Sections 116J.993 to 116J.995 (the “Business Subsidy Law”).  However, a copy of the proposed business subsidy agreement is on file and available for public inspection at the office of the Council Administrator in City Hall. 

At the time and place fixed for the public hearing, the Council and the Board will give all persons who appear or submit comments in writing prior to the hearing, an opportunity to express their views with respect to the proposal. NOTICE OF COUNCIL HEARING

To:  Residents and Owners on 7th Street SW between 6th Avenue SW and 7th Avenue SW

Notice is hereby given by the Common Council of the City of Rochester, Minnesota, that all persons interested in Residential Permit Parking on the South side of 7th Street SW between 6th Avenue SW and 7th Avenue SW may be heard at a meeting of the Common Council to be held in the Council/Board Chambers in the Government Center, 151- 4th Street SE in said City at 7:00 p.m. on Monday, July 2nd, 2018.

The City Council will consider a petition by residents and owners on this street establish Residential Permit Parking in accordance with City Ordinance 138A.  This request would affect the Residential Permit Parking area referred to as Zone 6 – Edison School Area. You are invited to come and address the City Council as to your interest in favor or against the proposal.
