Notice is hereby given by the Common Council of the City of Rochester, Minnesota, that all persons interested in granting Residential Permit Parking privileges to the residents located on the east side of 16th Avenue NW between 1st Street NW and 2nd Street NW may be heard at a meeting of the Common Council to be held in the Council/Board Chambers in the Government Center, 151- 4th Street SE in said City at 7:00 p.m. on Monday, May 21, 2018.  The City Council will consider a petition by residents and owners on this street to be included in the designated group of residents eligible to purchase Residential Permit Parking, as described in City Ordinance 138A. This section of 16th Avenue NW currently is posted No Parking. These parking restrictions would remain in place, although the residents on this block would be allowed to purchase Residential Permit Parking privileges to park elsewhere in the zone.  For further information or if you have questions, please contact the City Clerk’s office at 328-2900.

Notice is hereby given by the Common Council of the City of Rochester, Minnesota, that all persons interested in Residential Permit Parking on 19th Avenue NW between Center Street West and 1st Street NW may be heard at a meeting of the Common Council to be held in the Council/Board Chambers in the Government Center, 151- 4th Street SE in said City at 7:00 p.m. on Monday, May 21st, 2018.  The City Council will consider a petition by residents and owners on this street to establish Residential Permit Parking in accordance with City Ordinance 138A. The request is for Permit Parking from 8:00 AM to 4:00 PM, Monday through Friday. This request would expand the Residential Permit Parking area referred to as Zone 10 – West Zumbro Addition. Special District Amendment #R2018-003SD to the Harvestview II Special District by Joseph Development to change the district identification from "Mixed Use" to "Town Center" for a portion of the special district area located between 55th Street NW and 56th Street NW, approximately 650 feet east of 55th Avenue NW. The amendment area is Lot 3 and 4, Block 1, Harvestview Seventh.

The City Planning and Zoning Commission of the City of Rochester, Minnesota, will hold a public meeting in the Council/Board Chambers of the Government Center, 151 4th Street SE, Rochester, MN, on Wednesday, May 23, 2018, at 6:00 p.m. regarding:

Zoning Map Amendment #R2018-003ZC by Jacmar LLC. The applicant is proposing to change the zoning of 23.88 acres from the R-1 zoning district to the B-2 (19.88 acres) and M-3 (4 acres) zoning districts. The property is located at the northwest corner of the intersection of 19th Street NW and Valleyhigh Drive NW.

Land Use Plan Amendment #R2018-001LUPA by Jacmar LLC. The applicant is proposing to amend the Rochester Comprehensive Plan 2040 to designate approximately 19.88 acres of land for “commercial” land uses, the property is currently designated for “Industrial” types of uses. The property is located at the northwest corner of the intersection of 19th Street NW and Valleyhigh Drive NW.

General Development Plan #R00352GDP by Jacmar, LLC, to be known as the Educational Center Subdivision. The GDP proposes industrial and commercial uses on a 23.88 acre site. The property is located at the northwest corner of the intersection of 19th Street NW and Valleyhigh Drive NW.

Preliminary Plat #R2018-008PLAT, by Jacmar, LLC, to be known as the Educational Center Subdivision, for development consisting of 7 commercial lots and 3 outlots on 23.88 acres. The property is located at the northwest corner of the intersection of 19th Street NW and Valleyhigh Drive NW.

Land Use Plan Amendment #R2018-002LUPA by Alpha Realty of Rochester LLC, to amend the Rochester Comprehensive Plan 2040 to designate 52.43 acres of land from the "Low Density" residential designation to the "Medium Density" residential designation.

Zoning Map Amendment #R2018-004ZC by Alpha Realty of Rochester, LLC, to change the zoning of 52.43 acres from the R-1x zoning district to the R-3 zoning district. The property is located at the northeast corner of the 50th Avenue NW and Badger Hills Drive NW.

General Development Plan Amendment #R00310GDP by Alpha Realty of Rochester, LLC, known as the Alpha Property. The amendment would change the uses of 52.43 acres from low-density residential to other uses including multi-family residential, community space, parkland, and stormwater management. The property is located at the northeast corner of the 50th Avenue NW and Badger Hills Drive NW.

Special District #R2018-004SD, by Bear Creek Christian Church to be known as the Bear Creek Campus Special District. This special district would replace the Minnesota Bible College Special District and would permit residential and commercial land uses based on the MRD #1 zoning standards. The site is located on the south side of Mayowood Road SW, approximately 900 feet south of 16th Street SW.
