Mission
The Human Resources Department mission is to be a proactive, consultative partner promoting a better City through the effective management of human resources.
Goals
Partnership -- Develop and cultivate relationships by working cooperatively and collaboratively to achieve common goals and seek new and innovative methods of process enhancement.
Accountability -- Provide knowledgeable and accurate information in a professional and timely manner and demonstrate a commitment to customer service.
Integrity and Respect -- Create a work environment that provides the highest level of confidentiality, dependability, integrity and ethical practices and recognize the importance and value of fairness in all programs and services.
Functions
- Provide administrative oversight for policy development, payroll and compensation, recruitment and selection, benefits and safety, legal compliance and reporting, and human resources information systems.
- Provide strategic direction and implementation guidelines for new hire on-boarding processes and workforce and succession planning initiatives.
- Provide consultative services and administrative assistance to the Fire and Police Civil Service Commissions and related processes.
- Lead respectful negotiation sessions and maintain collaborative relationships with collective bargaining groups within the City.
- Assist with and seek acceptable resolutions for employee relations issues, grievances, mediations, and arbitrations.
- Assist and lead change initiatives within the City that contribute to an efficient and effective workforce.
- Create and implement professional development opportunities that contribute to a high-caliber workforce capable of providing quality services to an increasingly diverse community.
