Statements of Purpose

Mission

The Human Resources Department mission is to be a proactive, consultative partner promoting a better City through the effective management of human resources. 

Goals

Partnership -- Develop and cultivate relationships by working cooperatively and collaboratively to achieve common goals and seek new and innovative methods of process enhancement. 

Accountability -- Provide knowledgeable and accurate information in a professional and timely manner and demonstrate a commitment to customer service. 

Integrity and Respect -- Create a work environment that provides the highest level of confidentiality, dependability, integrity and ethical practices and recognize the importance and value of fairness in all programs and services. 

Functions

  1. Provide administrative oversight for policy development, payroll and compensation, recruitment and selection, benefits and safety, legal compliance and reporting, and human resources information systems. 
  2. Provide strategic direction and implementation guidelines for new hire on-boarding processes and workforce and succession planning initiatives. 
  3. Provide consultative services and administrative assistance to the Fire and Police Civil Service Commissions and related processes. 
  4. Lead respectful negotiation sessions and maintain collaborative relationships with collective bargaining groups within the City. 
  5. Assist with and seek acceptable resolutions for employee relations issues, grievances, mediations, and arbitrations. 
  6. Assist and lead change initiatives within the City that contribute to an efficient and effective workforce. 
  7. Create and implement professional development opportunities that contribute to a high-caliber workforce capable of providing quality services to an increasingly diverse community.
