Mission Statement

Human Resources staff develop, seek approval, implement and periodically review policies and procedures to ensure up-to-date human resource management and payroll practices, compensation, and benefit programs.  The HR Department participates in bargaining for new collective bargaining and meet and confer agreements.  Human Resources staff provide safety education, leadership education, and employee education on a variety of topics.  Human Resources is a service-oriented department available to provide expert advice to City leadership and staff in a timely manner. 

Objectives

  1. Update present personnel policies and prepare new policies as needed to ensure consistent and fair treatment for City staff. 
  2. Ensure the provision of needed professional development offerings for City staff and leadership team members. 
  3. Review compensation, retirement and benefit programs to ensure competitive offerings to recruit and retain quality City staff. 
  4. Update present job descriptions and prepare new job descriptions as City staffing needs evolve. 
  5. Participate in respectful labor negotiations and maintain collaborative relationships with collective bargaining groups within the City. 
  6. Provide a thorough new employee orientation program that is welcoming and provides needed information regarding the City's work environment. 
  7. Ensure the completion of accurate and timely payroll processing which complies with applicable federal and state wage and hour guidelines. 
  8. Advise and support the Fire and Police Civil Service Commissions as they provide lists of eligibles for entry-level and promotional positions. 
  9. Ensure fair and nondiscriminatory recruitment and selection processes so that qualified City staff are hired. 
  10. Ensure a safe workplace in order to avoid and reduce work-related injuries and illnesses by thorough and timely safety training and required reporting. 
  11. Assist in the creation and implementation of employee recognition events and activities.
