Land Use Plan Amendment Process
Pre-Application
- Provide application forms to the applicant.
- Review procedures with the applicant.
- Applicant may request to meet with staff prior to submittal of the application for guidance and to obtain preliminary staff views on the proposal.
Staff Review

Applicant submits completed application and pays fees. (The applicant may also submit a zone change petition to be considered simultaneously.)

Referral notices are sent to city, county, state and other agencies for review.

Public notice of the application is published and mailed to owners of property within 350 feet of the area at least 10 days prior to the public hearing date.

Staff review is initiated and report is prepared and sent to CPZC and applicant.
Time: 15-28 days, depending on meeting dates.
Public Review

The CPZC conducts a public hearing and receives testimony. (Plan amendment and zone change may be considered simultaneously.) CPZC makes a recommendation to the council.

A public hearing date at the council is set and public notice given.

Council holds a public hearing and receives testimony. The council votes on the proposal, basing its decision on specified findings.
Time: a minimum of 12-19 days, depending on meeting dates and time under consideration by public bodies.
Post Application
- If approved, the council adopts a resolution authorizing the amendment. The plan is then amended
- The application, staff report and related information is filed and retained in the Planning Department.
- Maps are revised to reflect boundary changes.
