Northern Rochester Transportation Study
The City of Rochester and MnDOT are working on a "unified transportation improvement plan" to better serve the transportation needs of northern Rochester as the area continues to develop. The area considered in this study is generally defined by 55th St NW to 75th St NW and 18th Ave NW to 50th Ave NE. Click here to reach the project's website.
Sanitary Sewer Infiltration And Inflow Studies
2010 UPDATE (As of Feb 24, 2010)
Following the historic rain event of August 2007, the Rochester Public Works Department took on the task of providing a detailed analysis of the public and private segments of the sanitary sewer system in the Kutzky and Slatterly East and West sewer shed areas. Field data was gathered and analyzed in both 2008 and 2009 by Public Works’ consultant team (CH2M Hill and WHKS, Co.).
On February 22nd and 23rd, 2010, Rochester Public Works and it’s consultant team (CH2M Hill and WHKS) presented an update of the sanitary sewer study and analysis findings and initial recommendations for the Kutzky and Slatterly sewer shed areas. The slides of the presentation are provided below. In addition, an informative Newsletter was provided as a handout for the participants to take with them (provided below).

Villa Road Area Neighborhood Study
Petitions were received concerning safety, traffic calming and access issues for the Villa Road Area north of West Circle Drive NW and west of TH 52. A Public Information Meeting was held Tuesday, April 21st to present the findings of the traffic studies conducted on Villa Road and to receive resident input before the final report and comments are presented to the City Council. Comments will be received by Public Works until May 18, 2009 for inclusion in the Final Report to the City Council.
Lenwood Heights
On July 10, 2008 several Rochester City Council Members and City staff conducted an Informational Meeting for the Lenwood Heights / Brook Lane neighborhoods to discuss the possible extension of city sanitary sewer and watermain to serve the neighborhood. At the meeting the neighborhood requested that the City establish a web-site containing the information presented at the meeting, subsequent inquiries with City responses and other pertinent information related to the neighborhood regarding the possible extension of city sanitary sewer and watermain to serve the neighborhood.
This web-site is established to serve that purpose.

Fleet Maintenance Facility
CATEGORICAL EXCLUSIONS DOCUMENTATION- JOINT PUBLIC WORKS/ PUBLIC TRANSIT GARAGE This report as prepared by Earth Tec documents the various social, environmental and economic impacts of the proposed project. The analysis documented that the proposed facility will not result in any significant social, economic, or environmental impacts.
PHASE I ENVIRONMENTAL ASSESSMENT OF PROPOSED SITE FOR THE JOINT PUBLIC WORKS/ PUBLIC TRANSIT GARAGE - This report prepared by Earth Tec inventories and assesses the environmental impacts. The Phase I Environmental Assessment “revealed no evidence of environmental conditions (as that term is defined in ATSM Standard Practice E1527-00) in connection with the property.”
PRELIMINARY FINAL REPORT FLEET MAINTENANCE PLANNING AND CONSOLIDATION EVALUATION – This is a preliminary draft report on the consolidation of the City’s fleet services. The report was prepared by Chatham Consulting Inc. The final report is subject to a review currently being conducted by the City Finance Department.
Traffic Calming In Rochester
On Monday, April 28, 2008 Gary Shannon, City Traffic Engineer, presented to the Committee of the Whole regarding the recent trend in citizen requests for neighborhood traffic calming efforts. Mr Shannon reviewed how the department identifies potential problem road segments by collecting both speed and volume data. Mr. Shannon also reviewed a possible strategy for submitting calming requests to the city as well as how the city could accept, prioritize, and respond to these requests. Construct 20th Street SE from CR 1 (11th Ave SE) to CR 36 (Marion Rd SE)
DESCRIPTION: The construction would consist of: a 36 foot wide, rural section roadway; bridge structure(s); pedestrian trail facilities; and storm water facilities. This corridor is identified on the ROCOG 2035 Long-Range Transportation Plan as an urban arterial. The proposed project would connect the intersections of 11th Ave SE / 20th St SE with Marion Rd Se / 20th St SE. This connection would complete a 4-mile long east-west corridor approximately 1 mile north of TH52 and also 1 mile south of TH 14, and would reduce traffic demand on these parallel routes. The project includes 2 bridges, one over Willow Creek and one over Bear Creek.
UPDATE (Sept 21, 2009): The City of Rochester has completed the environmental review process for this project. Below are links to the environmental documents approved by the Minnesota Department of Transportation and the Federal Highway Administration:
