Storm Water Regulations
The U.S. Environmental Protection Agency (EPA) published the final National
Pollutant Discharge Elimination System Phase II Storm Water Regulations in the
Federal Register on December 8, 1999. In Minnesota, the Phase II requirements
are administered by the Minnesota Pollution Control Agency. The regulations
specifically identify the City of Rochester as a mandatory permittee because it
owns and operates a municipal separate storm sewer system.
