Community Listening Session: Natural Gas Franchise Fees

The City of Rochester is hosting this in-person session to share information and gather feedback on a potential natural gas franchise fee.

A natural gas franchise fee is a charge paid by the natural gas company for using public rights-of-way, such as streets and sidewalks, to deliver natural gas service. The City is exploring whether a natural gas franchise fee could be an appropriate tool to help support local programs and services that benefit residents, renters, businesses, and the broader community.

During this session, City staff will:

  • Provide a clear overview of what a natural gas franchise fee is (and what it is not)
  • Explain why the City is exploring this option
  • Share the types of fee structures being considered
  • Discuss how potential revenue could be used
  • Answer questions and listen to community perspectives

This session is informational and exploratory. No decisions have been made. Community input will help inform City leaders as they evaluate next steps.

The session will include a brief presentation followed by time for questions, comments, and discussion. All community members are encouraged to attend.
