The City of Rochester is an entitlement grantee of the CDBG Program, funded through the United States Department of Housing and Urban Development (HUD). HUD awards CDBG funding on an annual basis to entitlements to develop viable communities by providing CDBG funding to activities that principally serve persons of low- and moderate-income delivered through the following:
- Decent Housing
- A suitable living environment; and
- Expanded economic opportunities.
The 2020-2024 Consolidated Plan updates the city's previous plan and serves as a guiding document for goals and CDBG allocation for the next five years.
Community members, city staff, and service agencies were consulted to determine community development priority needs. The Consolidated Plan is completed in response to requirements set forth by the Department of Housing and Urban Development (HUD). It includes a Community Needs Assessment, Market Analysis, and Strategic Plan related to housing, non-homeless special needs community, and non-housing community development needs/assets.
