City of Rochester Begins Reopening of City Facilities

On June 1, 2020, the City of Rochester will begin to slowly reopen various City facilities, while maintaining services over the phone and via web-based options. The health and safety of community members and City teammates continues to be a top priority and this reopening plan focuses on slowing the spread of the COIVD-19 virus.   

As City facilities begin to reopen, community members are encouraged to first utilize phone and web-based service before physically visiting a City facility. All City teammates will be wearing face coverings or behind recently installed Plexiglas and community members are strongly encouraged to wear face coverings as well.

City Administrator Steve Rymer shares, “We are committed to supporting the health and safety of our community and teammates as we continue to provide important City services and reopen City facilities.”

Below is the status of City facilities and services beginning on Monday, June 1, 2020:

City Hall & Development Services & Infrastructure Center

  • City Hall and Development Services & Infrastructure Center (DSIC) will be open 8:00 a.m. – 4:00 p.m. Monday through Thursday.
  • The buildings will be open on Fridays via phone and e-mail, and a drop boxes will continue to be available.
  • In-person services will be limited to transactional services at the front desk. Examples of these services include; quick questions with administrative staff, making payments, or material drop-off/pick-up.
  • Meetings with teammates will still occur remotely.
  • Building Permit and Rental Housing inspections will resume on June 1, 2020 with enhanced safety measures.

Park & Recreation

  • Organized youth sports activity is allowed to resume on June 1, 2020, under MN Executive Order 20-63. Parks & Rec staff is working with youth sports groups to safely resume activities and submit a COVID-19 Preparedness Plan.
  • The Rochester Rec Center will open on June 1 for reservations to organized youth sports groups only.

Rochester Public Library

  • Limited internet service using library computers will be available by appointment between 1:00 p.m. – 6:00 p.m. Appointments are required and can be made by calling 507-328-2300. All individuals must wear a face covering while using computers.
  • Curbside delivery of materials will continue Monday-Saturday, 10:00 a.m. – 6:00 p.m.

Rochester Public Utilities (RPU)

  • Customers are highly encouraged to manage their customer service needs by calling 507-280-1500, visiting the RPU website, (www.rpu.org), or using the RPU Connect app.
  • RPU's Service Center will be open for limited in-person transactions from 8:00 a.m. – 4:00 p.m. Monday through Thursday – due to limited space in the lobby, visitors and the public only come in if absolutely necessary.
  • RPU has a 24-hour payment drop box located in front of the Service Center.

Rochester Police Department

  • The Law Enforcement Center counter will be open for walk-up service; however, the public is highly encouraged to request reports online.

All other City departments not mentioned above will continue to provide service by phone and email. This is in support of Governor Walz’s request to remote work when possible.
