RFP Background Information 

This Corporation is in the process of being reconstituted and is expected to take control of operations by summer of 2019.

On behalf of this Corporation, the City is administering this RFP process.

In addition to this RFP, the City has also distributed an RFP for the Food and Beverage Operations of the MCC, the timing of which runs parallel to this process.

Background Information

The City of Rochester has owned and operated the Mayo Civic Center (MCC) since its inception. City staff has been responsible for performing services necessary to direct and manage all MCC operations including daily operations of the center including event coordination, box office, audio-visual services, accounting, catering, security, janitorial, and, maintenance, and supports the booking of events with its sales partner, Experience Rochester (ER) – formerly the Rochester Convention and Visitors Bureau.

In April 2018, the City engaged Jones Lang LaSalle (JLL) to assess the current event mix, operations and structural models between the City’s operations of the MCC and Experience Rochester, the City’s Destination Marketing Organization (DMO). JLL conducted research on different operating and governance models and developed an approach to increasing revenue by growing high priority conventions at MCC, and meeting the expectations of a rapidly growing community.

On March 18, 2019, Council directed the City Administrator to proceed with the restructuring and reconstituting of the Rochester Convention & Visitor’s Bureau (Corporation) to become wholly responsible for the sales, booking and management of the MCC as well as any destination marketing related efforts on behalf of the City of Rochester.
