As part of the 2020 budget process, the City Council looked at potential adjustments to a range of fees, including those for licenses and permits.

Most licenses and permits have not been adjusted in several years, even several decades, and in the majority of instances have not changed since the license or permit was first created in Rochester. The goal of making adjustments is to more adequately recapture a share of the direct costs associated with various licensees, so the people benefiting from each license are paying a greater share of these costs, rather than all City taxpayers. This also allows the City to enhance the services it provides associated with these licenses, increasing the value to licensees and the community.

There is additional information about the changes below, presented by each category of license type. The process of changing liquor fees is still ongoing, with a public hearing planned for January before the Council formally adopts those proposed changes.

Fees for other license types - including for license categories for trades, business, transportation, animals and other miscellaneous license types - were approved at the Dec. 2, 2019 City Council meeting.  

Each category of license type has more details about the license fee changes either still proposed or already adopted.

Starting Jan. 1, 2020, late fees will apply to all licenses and permits. A late fee of 20% of the license cost will be incurred for renewals not submitted at least 30 days before expiration. That fee will rise to 50% of the license cost if a renewal is not submitted before the license or permit expires.
