NOTICE OF COUNCIL HEARING MARCH 4, 2019

Notice is hereby given by the Common Council of the City of Rochester, Minnesota, that all persons interested in the following public hearings:

Final Plat #R2019-001PLAT to be known as Civic on First.  The final plat would create one lot on 0.68 acres. The site is bound by Civic Center Drive NW to the north, 1st Avenue NW to the east, a railroad right-of-way to the south, and 2nd Avenue NW to the west.

Infill/Redevelopment (R2x) Zone Change- City Council initiated Text Amendment#R2018-003TA to establish a new residential zoning district called R2x.Intended to encourage infill and redevelopment of strategic areas.

Transit-Oriented Development (TOD) Zone Change- City Council initiated Text Amendment#R2018-004TA to establish a new zoning district called Transit-Oriented Development (TOD). Intended to develop node and corridor based transit-oriented development opportunities.

May be heard at a meeting of the Common Council to be held in the Council/Board Chambers in the Government Center, 151 4th Street SE, in said City at 7:00 p.m. on Monday, March 4, 2019.

 NOTICE OF COUNCIL HEARINGS MARCH 18, 2019

NOTICE OF HEARING ON IMPROVEMENT:

As required by Minnesota Statutes Chapter 429, notice is hereby given that the Common Council of the City of Rochester will meet in the Council/Board Chambers in the Government Center, 151 4th Street SE, on Monday, March 18, 2019, at 7:00 PM to consider the making of the following local improvement project:

J7318: Reconstruction of Broadway Ave N from Civic Center Dr NW to 13 St NW

The area proposed to be assessed as a result of this public improvement project includes those lots or parcels legally described in the attached assessment roll. The estimated cost for the ENTIRE project is $19,191,600.00. A reasonable estimate of the impact of the assessment will be available at the hearing.

Property owners desiring to be heard with reference to the proposed improvement will be heard at this meeting.

NOTICE OF HEARING ON RESIDENTIAL PERMIT PARKING PRIVILEGES

To:  Residents and Owners on 16th Avenue SW between 2nd Street SW and 5th Street SW

Notice is hereby given by the Common Council of the City of Rochester, Minnesota, that all persons interested in commenting about Residential Permit Parking privileges for the residents located on the east side of 16th Avenue SW, in front of # 214 – 16th Avenue SW, may be heard at a meeting of the Common Council to be held in the Council/Board Chambers in the Government Center, 151- 4th Street SE in said City at 7:00 p.m. on Monday, March 18, 2019.

The City Council will consider a petition by the owners of this property to be included in the designated group of residents eligible to purchase Residential Permit Parking, as described in City Ordinance 138A. This section, on the east side, of the 200 block of 16th Avenue SW currently has day time, week day, parking restrictions. These parking restrictions would be removed and replace with Residential Permit Parking.

ADVERTISEMENT OF PUBLIC HEARING

The City Planning and Zoning Commission of the City of Rochester, Minnesota, will hold a public meeting in the Council/Board Chambers of the Government Center, 151 4th Street SE, Rochester, MN, on Wednesday, March 13, 2019, at 6:00 p.m. regarding:

Conditional Use Permit - Incentive Development Preliminary Plan #R2019-003CUP by North Rock Real Estate, for a six-story transient accommodation use (hotel) with two levels of underground parking.  The site is 0.42 aces in size and is located on the northwest corner of the intersection of 6th Avenue SW and 2nd Street SW.

Conditional Use Permit - Incentive Development Preliminary Plan #2019-004CUP by Rowlens Melduni, to convert an existing 3-unit multi-family building into a 6-unit multi-family building.  The property is located on the north side of 1st Street SW, approximately 175 feet east of the intersection of 1st Street SW and 11th Avenue SW.  The site address is 1013 1st Street SW.
