The Parks Department's Forestry Division is responsible for the management of a comprehensive urban tree program including the control Emerald Ash Borer(EAB) - (EAB Brochure) and Dutch Elm Disease(DED) - (DED Brochure).  EAB was discovered in the Rochester area in August of 2014, as a result Olmsted County has been added to the Minnesota EAB quarantine.  For information visit Minnesota Department of Agriculture website.

I received an Emerald Ash Borer (EAB) notice...

Non Flight Season (Winter)

All infested trees are marked with orange ‘X’ and have been positively diagnosed and/or declared a public nuisance according to City Ordinance #47.  The property owner must manage the removal of all marked trees.

X - Marked Trees - If your tree is marked with an ‘X’ the tree must be removed within 20 days from the date printed on this notice.  Tree removal does not require full removal of the stump. The stump must be cut to 6’’ or less.

If the property owner fails to remove a positively diagnosed tree within the specified time frame, the City will manage the removal. 

The city will obtain unit1 bids from licensed and insured tree care contractors for the removal of the infested tree(s). The cost for removal of the infested tree will not be known until the City requests quotations from contractors for the removal. The removal does not include removal of the stump. The property owner will be billed for the removal and disposal costs incurred by the City as well as an administrative fee of $37.50 for each property identified on this notice. Property owners who wish to obtain more specific information relative to the removal procedure, or if you no longer own the property, or this notice was sent to you in error, please contact the Forestry Division.                     

Ash wood from infested trees may be chipped in their entirety on site within the 20 days provided or brought to a Minnesota Department of Agriculture approved wood waste facility. At no time is infested ash wood allowed to be stored within Rochester city limits. If wood is not chipped, burned, or brought to an MDA approved wood waste facility within the 20 days from the date printed on this notice, the city will obtain unit1 bids from licensed and insured tree care contractors for the removal of the infested ash wood debris.

I would like to treat my ash tree...

If the tree is able to be treated as determined by a licenced tree care company we accept treatment as a valid option in lieu of removal. Please see treatment policy.

 

How do I Identify EAB in my Ash tree?

Adult insects are Metallic green winged beetles measuring 1/2" long and 1/8" wide. Adult beetles are found during the flight season.  Larvae are found beneath the bark.  It is less likely you will see the insect, more likely to see their evidence. 

They are known to leave a distinct D-shaped exit hole. If the tree has any bark splits you may also be able to see S-shaped galleries left behind.  Increased woodpecker activity is also a possible indicator.
