If you have sold your vehicle and received a notice stating there are unpaid citations issued to a vehicle you have sold, you will need to follow this process:
1. First you must visit the Minnesota Department of Public Safety Driver and Vehicle Services web page to complete the Report of Sale Form. This form must be filled out completely and submitted to the State of Minnesota. Print two copies of this form once completed. Keep a copy for your records and the second must be submitted to the Rochester City Clerk's Office.
2. The Affidavit of Sale form is the second document you must complete. This form can be accessed through the link or by obtaining a copy from the Rochester City Clerk's Office. Make sure the form is filled out completely and is notarized. The completed and notarized form must be delivered to the Rochester City Clerk's Office along with the State of Minnesota Report of Sale form. You must provide the new owner's information to release you from liability for the parking citations that were issued.
If you receive a citation or summons you believe is in error for any other reason, please submit a Citation Review Form or follow the directions listed on the back of your citation. These directions will advise you to either pay the citation fees or appear in court on Wednesday at 1 PM.
