To create or expand a Residential Permit Parking Zone a petition is required to be submitted to the Department of Public Works - Traffic Division @ 201 – 4th Street SE, Room 108, Rochester, MN 55904.
To create a “new” zone, the petition area must contain 30 or more residential dwelling units along the streets contained within the boundary description to the zone. The petition must be signed by at least 75% of the owners or occupants of properties abutting the streets containing the 30 or more residential dwelling units required to create the new Residential Permit Parking zone. It should also be noted that the typical Residential Permit Parking Zone boundaries approved by the City Council usually encompasses a much larger area than the original 30 or more residential units list in the petition.
To expand the number of streets containing Residential Permit Parking inside an existing zone a petition must be submitted describing the area wishing to be included into the Residential Permit Parking Zone. The petition description must include entire blocks, from intersection to intersection (unless the petitioned area abuts a border of the Permit Parking Zone, in which case only the portion inside the zone needs to be included) and must be signed by at least 75% of the owners or occupants of the properties abutting the zone, whether or not there are parking restrictions on either side of the street. Each residential unit and each non-residential facility count as one vote. It is not necessary to obtain multiple signatures from the same unit. If the owner of a multi-unit building signs the petition, their signatures count for all of the units in the building. If there are vacant units at the time the petition is circulated, they should be noted as such on the petition.
The effective time of Residential Permit Parking Zones will be 7:00 am to 3:00 pm, school days only in zones adjacent to High Schools. In all other zones, the effective time will be 8:00 am to 4:00 pm, Monday through Friday. The effective times may be varied from these standard times only with substantial justification. In no case will the effective time be less than six consecutive hours.
