Every year the Public Works Department performs a partial depth mill and bituminous overlay process as part of the pavement preservation program. This process consists of milling approximately 2 inches of the existing pavement at the edge of the street and along the curb. Following the edge milling, a 2 inch lift of bituminous pavement laid across the full width of the street. This street preservation process is done on an annual basis by City crews, with the assistance of a paving contractor

This webpage is intended to provide daily updates to residents on the 2025 Mill & Overlay project. All homes and businesses on streets being milled and overlaid were mailed a postcard on April 15, 2025, with some basic information and a link to this website. Information for residents of impacted areas

Affected streets will be posted with NO PARKING signs. All vehicles parked in violation of the posted signs will be ticked and towed. The posted signs will indicate if you can park in the street on weekends and overnight from 5 pm to 7 am. Even if the street looks complete, follow the signs as long as they are posted since crews may have to return for additional tasks.
Residents will have access to their property, except for the few minutes that equipment is passing directly in front of the driveway.
Residents that are expecting large vehicles (eg moving trucks) to need access to their property during this maintenance work are encouraged to call 507-328-2450 to coordinate timing.
After the milling process and prior to overlaying, there will be bumps at each end of the milled areas along with exposed/raised manholes. Drive cautiously and slowly through these areas and expect uneven pavement, bumps and rough surfaces.
These streets will be chip-sealed in 3 years as part of the pavement preservation program.
