Paying a Ticket

There are multiple options for paying parking tickets.

  • Online through CitationPortal
  • US Mail: write a check and mail it to the address listed on the ticket
  • Drop box: located at the entrance to the Government Center parking lot off of 4th St SE, do not put cash in the drop box.
  • Over the phone: IPS at 855-507-2006 for no additional fee

Note: Unpaid citations are sent to collections after 45 days of delinquency.

Only the Olmsted County Court can dismiss a valid ticket.

If you wish to contest a parking ticket because you believe it was issued in error,  you may request an administrative review by submitting an online form requesting review of a parking citation.

No refunds are issued for a paid parking ticket after a contest form is filled out. 

If an Administrative citation review determines an error was made in issuing a citation, any late fees will be waived, and the ticket may be dismissed.

Should the Administrative review be denied, any fines or late fees accrued will still be due. Submitting a request for review does not stop late fees from accruing, and those fees are added beginning 10 days after a citation is issued.

Enforcement of Parking violations is handled by the Rochester Police Department. Parking meters are enforced Monday-Friday, from 8 a.m. until 5 p.m., with the exception of six holidays. The days and times of enforcement are listed on each meter.

No parking is allowed any time at any hooded parking meter. Other parking violations are also enforced at all times, including evenings and weekends, such as loading zone restrictions, handicapped parking violations, no parking zones, and other parking prohibitions. Concerns & Frequently Asked Questions

If you receive a citation after you have sold your vehicle:

  1. Complete an Affidavit of Sale form
  2. Provide:
    1. Proof you have submitted the required Report of Sale information to the State of Minnesota Driver and Vehicle Services Division
      1. Information about the new owner and
      2. Proof of the sale.
  3. Submit the completed and notarized form to the City Clerk's Office by
    1. mail or
    2. in person 

You will continue to receive notices of any additional citations as long as the State still shows the vehicle title in your name.

If a parking meter is not operating correctly:

  • call (507) 328-2900
  • provide the specific meter number (NOT the zone number)
  • description of the issue, and
  • your license plate number.

This information is noted on every parking meter. A parking technician will check on the meter, and if a malfunction is noted, any ticket issued to you will be voided.

Tickets issued as a result of an unreported meter malfunction cannot be voided by the City Clerk's Office. Reporting a working meter as broken will not result in ticket dismissal. 

If you have already loaded money into the meter, you may remain parked for the duration of the meter allowance.

If you believe you have a valid residential parking permit and still receive a parking ticket when parked in your assigned zone, you may request an administrative review by submitting an online form requesting a review of a parking citation.

If you wish to contest the ticket in District Court for any reason other than an error in issuance, review the back of the ticket for instructions on how to plead not guilty. Questions about District Court can be directed to 507-722-7279.

A car parked illegally, even for a short errand or stop, can result in a parking ticket. An administrative review of tickets issued for this reason will not be granted.
