2027 CDBG Public Service Grants
July 20, 2026 – ROCHESTER, MINNESOTA – The City of Rochester is accepting applications for 2027 Community Development Block Grant (CDBG) public service funding. The City anticipates receiving approximately $650,000 in CDBG funding from the U.S. Department of Housing and Urban Development (HUD), with 15% ($97,500) designated for public service activities through a competitive application process.
Individuals, organizations and community groups are invited to submit proposals for public service projects that benefit low- to moderate-income Rochester residents. Applications are due Monday, August 17, 2026, by 4:30 p.m. Nonprofit organizations must include their most recent IRS Form 990.
Funding Priorities
According to the City’s Five-Year Consolidated Plan, funding priority will be given to projects that address the following community needs:
- Access to affordable housing
- Access to public services
- Non-housing community development
- Affirmatively furthering fair housing
- Planning and administration access to the priorities listed above
The City Council is required to address the five-year consolidated plan priorities during the CDBG allocation process. These priorities guide the allocation process and must be addressed in funding proposals.
Open House for Prospective Applicants
To support prospective applicants, the City will host an open house on Wednesday, July 22, from 2 to 3:30 p.m. at the Development Services & Infrastructure Center (Classroom B164, 4001 West River Parkway NW). This session will offer guidance on the application process and provide an opportunity to ask questions about available funding opportunities.
Public Hearings
Final approval and allocation of 2027 CDBG funding is contingent upon adoption of the 2027 Annual Action Plan. The draft 2027 Annual Action Plan will be available beginning September 21 on both the CDBG website and in person at the Community Development Department, located at Development Services Infrastructure Center (4001 West River Parkway NW, Rochester).
Rochester City Council will hold public hearings on the draft 2027 Annual Action Plan on September 21 and November 2 at 6 p.m. in City Council Chambers (Government Center, 201 4th Street SE, Rochester).
Written comments will be accepted through 4 p.m. on Monday, November 2. All feedback received during the public comment period will be included in the final submission of the 2027 Annual Action Plan to the Department of Housing and Urban Development.
