City of Rochester Thanks State Lawmakers for Legislative Session Outcomes

The City of Rochester thanks local lawmakers and their colleagues from across Minnesota for their bipartisan work during the 2026 legislative session and for supporting priorities important to Rochester residents and the broader region. 

This session included meaningful progress on several City priorities related to infrastructure, housing, recreation, and community investment. 

City Council President Randy Schubring shares, “We appreciate the continued partnership and support from our local legislative delegation and lawmakers across the state. These investments help Rochester continue planning for the future while supporting the needs of our residents today, from housing and infrastructure to recreation and community spaces.” 

Among the City’s top legislative priorities this session was funding for the East Zumbro sewer and water infrastructure project. Rochester received $13.224 million in state funding to support predesign, design, and construction of Phase 1 and a portion of Phase 2 of the East Zumbro sewer and water systems. This investment, paired with an additional $1 million in recently awarded federal funding, will help unlock future developable land, as well as enable infill and redevelopment, to support housing and long-term community growth. 

City Administrator Alison Zelms shares, “This funding helps Rochester continue planning by supporting critical infrastructure needed for housing and long-term growth. Investments like the East Zumbro project help ensure we are prepared to meet the evolving needs of our community.” 

The City also appreciates legislative support for the state’s Lead Service Line Replacement Program and Local Road and Bridge Program funding included in the overall bonding package, which may further benefit Rochester's infrastructure and residents. 

Additionally, the City appreciates legislative action earlier this session authorizing a liquor license for the Historic Chateau Theatre event space. The addition of liquor service capabilities will allow the city-owned facility to expand event opportunities, improve operational flexibility, and better support community gatherings, celebrations, cultural programming, and visitor experiences in downtown Rochester. 

The City also acknowledges the continued community interest in sports and recreation opportunities and appreciates the ability to continue moving forward with the Rochester Regional Sports & Recreation Complex. 

Recent community engagement efforts related to awareness, recreation, and programming needs generated strong participation, including more than 1,300 responses through a joint effort with Rochester Public Schools Community Education and nearly 1,500 responses related to the Rochester Regional Sports & Recreation Center at Rochester Community and Technical College, adding to the extensive feedback received in 2023 and through community working groups. Feedback continues to highlight strong interest in greater awareness and communication about existing programs and facilities, as well as expanded recreation opportunities, indoor activity space, and improved access to programs and amenities. 

The City remains committed to continuing communication, engagement, and long-term planning related to recreation opportunities in Rochester.
