Community Notification of Level 3 Registrant 8.20.26

In accordance with Minnesota’s Community Notification Act, the Rochester Police Department is releasing information regarding Terry Carlton Ross, who is assigned a risk Level Three on the predatory offender registry. 

Ross has registered as homeless in Rochester, 55904 beginning on August 10, 2026. Additional information is available in a public fact sheet.

Individuals convicted of predatory offenses have long been released to live in communities following the completion of their sentences or commitment requirements. Since the passage of Minnesota's Registration Act in 1991, law enforcement has been able to track registered offenders' residences and movements following their release. The Community Notification Act further authorizes law enforcement to share information with the public about certain offenders to promote community awareness and enhance public safety.
