Cryptocurrency Kiosk Ban Beginning Aug. 1

Cryptocurrency kiosks, machines that allow users to convert cash into digital currency almost instantly, will be banned from use in Minnesota beginning Aug.1. The new law is intended to protect Minnesotans from scams in which victims are pressured to act quickly and deposit large amounts of cash into cryptocurrency kiosks.

The Rochester Police Department (RPD) has investigated multiple reports involving individuals who were manipulated by scammers, often over the phone, into depositing thousands of dollars in cash into cryptocurrency kiosks. Once the transaction is completed, the cryptocurrency can be transferred directly to the scammer, making recovery of the victim’s money extremely difficult.

In early 2025, RPD began working with the Minnesota Attorney General’s Office to address the harm associated with cryptocurrency kiosks and advocate for stronger protections.

The Minnesota Department of Commerce will work with local law enforcement to ensure the machines are taken offline by Aug. 1 and ensure they are physically removed from retail locations by Dec. 31.

RPD reminds community members that scammers frequently create a false sense of urgency and may claim to represent law enforcement, government agencies, financial institutions, utility companies, or other trusted organizations. Legitimate organizations will not direct you to pay with cryptocurrency to resolve an emergency, pay a fine, protect your money or avoid arrest.
