Predatory Offender Released from Civil Commitment

Rochester Police Department (RPD) is releasing information pursuant to Minnesota Statute 253D.32 regarding individuals committed to the Department of Human Services (DHS) Minnesota Sex Offender Program (MSOP) who have been provisionally discharged by judicial order. This statute requires a broad public notification when an individual transitions from MSOP into a community setting. 

James Casey, who is assigned a Risk Level 1 (lower risk), is scheduled to transition from MSOP to the 2100 block of Campus Drive SE in Rochester on July 21, 2026. Additional information is available in a public fact sheet.

Individuals convicted of predatory offenses have long been released to live in communities following the completion of their sentences or commitment requirements. Since the passage of Minnesota's Registration Act in 1991, law enforcement has been able to track registered offenders' residences and movements following their release. The Community Notification Act further authorizes law enforcement to share information with the public about certain offenders to promote community awareness and enhance public safety.
