RPD Bulletin 8.10.26
On August 7 around 11:40 a.m., officers conducted a high-risk traffic stop stemming from an ongoing weapons violation investigation. The stop occurred on the 800 block of 16th Ave. SE, and officers arrested Kartier Kotero, age 18, Rochester, and Mitawan Holt, age 18, Plymouth. Holt briefly fled on foot before being taken into custody. A handgun with an auto sear, a device that converts the gun into a machine gun, was located nearby. The men face multiple felony charges including Own/Possess/Operate Machine Gun/Trigger Activator/Conversion Kit.
