Tell Us What You Think! City Accepting Input on the Annual Action Plan

September 22, 2026 – ROCHESTER, MINNESOTA – Since 1975, the City of Rochester has received annual grant funding through the U.S. Department of Housing and Urban Development’s Community Development Block Grant (CDBG) Program, which supports a wide range of community development activities including home rehabilitation, street and infrastructure improvements, and youth programming. Guided by the program’s overarching goal to build viable urban communities, CDBG funding helps Rochester expand economic opportunities and foster a suitable living environment by providing access to decent housing and essential services, with a primary focus on benefiting low- and moderate-income residents. 

The 2027 Annual Action Plan is the requirement of the 2025-2029 Five-Year Consolidated Plan. The 2027 Annual Action Plan indicates what activities will be funded with the 2027 Community Development Block Grant (CDBG) funding the City anticipates receiving from the Department of Housing and Urban Development (HUD). 

A draft of the 2027 Annual Action Plan is available for public comment. The Rochester City Council opened the comment period on September 21. Rochester City Council will close the public comment period on Monday, November 2, and will then act on the 2027 Annual Action Plan at their November 2 public meeting, beginning at 6 p.m. in the Council/Board Chambers at the Government Center located at 151 Fourth Street SE, Rochester. 

Community participation is an important part of the Annual Action Plan process. The City encourages all interested residents and stakeholders to review the proposed plan and share their perspectives on the funding priorities.

Any written or verbal comments received during the comment period will be included in the final submission of the 2027 Annual Action Plan to the Department of Housing and Urban Development.
