The City Clerk's Office issues various permits continuously. Each permit is unique, and a new application is required upon expiration for any permit continuation.

Submitting a Permit Application

Applications can be processed online through the Citizen Access portal. You can submit a new permit application directly to this portal. No paper application is required, unless you cannot use the online system.

This Guide to Using the Citizen Access portal for applications will walk you through each step.

All application materials must be in AND approved by city staff before an application is approved and a permit issued. Please plan accordingly, and submit your application in advance to allow time for this review and approval process.

Any paper license applications or other required documents can be submitted by mail or in person to the City Clerk's Office at 201 4th St SE, Room 135, Rochester, MN 55904.

Peddler Permit

Definition: A door-to-door salesperson is any person engaging in a regulated activity. The term "regulated activity" means the act of going from place-to-place or from house-to-house for any of the following purposes:

(1) To sell personal property, goods, wares, merchandise or services;

(2) To solicit or take orders for the sale of personal property, goods, wares, merchandise or services;

(3) To exhibit or show personal property, goods, wares, or merchandise or services;

(4) To conduct a survey relative to any personal property, goods, wares, merchandise, or services.

Any person engaging in the above is engaging in peddling and requires a permit from the Office of the City Clerk.

Requirements:

A completed Peddler Application.
Government issued proof of Identification (e.g. driver’s license or passport) - to assist in police background checks.
A peddler route plan.

Cost: $75 for 30 days.
