Planning & Zoning helps to shape our city as a whole, providing design, development, and preservation services to make Rochester one of America's most livable cities.
Responsible for neighborhood and comprehensive planning, the City of Rochester's Planning & Zoning teammates review development requests including zoning changes, subdivisions, development plans, conditional use permits, and annexations.
Recent Changes to Planning & Zoning
As of July 1, 2019, the City of Rochester and Olmsted County now process planning and zoning requests separately.
Wondering where to go to get your request processed? We've created a road map to help you navigate the recent changes and find the location you need to visit to process your request.
