Free Tree Program

The City of Rochester Parks and Forestry Division is offering free tree planting for qualifying private properties through a federally funded urban forestry grant program. 

This program is designed to expand access to the tree canopy and environmental benefits in underserved Rochester neighborhoods 

Before you Apply

  • This program is not citywide 

  • Properties must be located within qualifying Rochester neighborhoods 

  • Trees are intended primarily for private property planting 

  • Applicants may select preferred tree species from approved options 

  • Residential properties, rental properties, schools, faith-based organizations, nonprofits, community buildings and businesses may qualify within eligible areas 

Qualifying Areas 

Eligible areas include census tracts 1,2,3 and 6 and generally include portions of: 

  • Northwest Rochester between Highway 52 and Silver Lake, extending south toward 7th Street NW and north to 19 Street NW. 

  • Downtown Rochester from Civic Center Dr. to 6th St. SW and east of 4th Avenue to Broadway 

  • Southeast Rochester from Broadway Avenue to East Circle Dr., extending south to Highway 14 and North to Center St.  

Properties must be located within approved program boundaries to qualify.  

How the Program Works 

  • Submit the online application and waiver form

  • Approved applicants select preferred tree species 

  • Prior to planting season, applicants place a white location flag on private property 

  • City Forestry staff review and prepare the site for utility locates 

  • Trees are planted at no cost to qualifying properties 

Tree planting occurs during both spring and fall planting seasons. 

Benefits of Trees

Urban trees provide numerous environmental, economic, and social benefits that help create healthier and more resilient communities. Large trees improve air quality by filtering pollutants and fine particles from the atmosphere, while also providing food, shelter, and habitat for wildlife. Trees can produce edible resources such as fruits and nuts and contribute to greater urban biodiversity. In addition, spending time around trees has been linked to reduced stress, lower blood pressure, and improved physical and mental well-being. Strategically planted trees can also help reduce energy costs by providing summer shade and reducing heating demand in winter. As urban populations continue to grow, planting and caring for trees today helps ensure cleaner, healthier, and more sustainable communities for future generations.
