Growth Management Map Update
The City of Rochester’s Growth Management Map is a vital tool that guides orderly, sustainable, and cost-effective growth. It identifies areas for near- and long-term development, helps coordinate infrastructure and public services, and protects agricultural land, natural resources, and open space. By distinguishing between areas suitable for urban development and those better left rural for now, the map helps prevent inefficient or conflicting land use.
Aligned with the City’s comprehensive plan and environmental goals, the map provides clear expectations for land use, investment priorities, and regional growth. It supports smart, equitable, and resilient development while safeguarding Rochester’s long-term livability and fiscal health.
