To promote the health, safety, order, convenience, prosperity, and general welfare, and to conserve property values and encourage the most appropriate use of land, the City of Rochester has chosen to regulate in airport hazard areas: (1) land use; 2) height restrictions; (3) the location, size, and use of buildings; and (4) the density of population.

Minnesota Statute Section 360.063 

Ordinance 2-20 Joint Airport Zoning Board

 

The Board shall consist of up to twelve members: Four members appointed by the Common Council of the City of Rochester, two members by the board of county commissioners of Olmsted County, two members by the board of county commissioners of Fillmore County, two members by the board of county commissioners of Mower County, and two members by the board of county commissioners of Dodge County. The chair of said Board shall be one of the four members appointed by the Common Council of the City of Rochester as elected by the Board. 

The Board may adopt its own set of rules to govern its meetings and procedures. The rules shall be consistent with the Home Rule Charter and the Rochester Code of Ordinances. The rules may be amended from time to time, but only upon notice to all members that proposed amendments will be acted upon at a specified meeting. 

The Board shall adopt, administer, and enforce airport zoning regulations for the airport hazard areas in the vicinity of the Rochester International Airport, as provided in Minnesota Statutes Sections 360.061 through 360.074, as amended.
